New Delhi, March 31: In a forceful intervention in Parliament, Rajya Sabha MP Shri Niranjan Bishi raised a grave concern over the rampant misuse of fake caste certificates, calling it a “direct assault on the constitutional rights of Scheduled Castes and Scheduled Tribes.”
Raising the issue through a Special Mention, Bishi warned that ineligible individuals are fraudulently securing SCs/STs certificates and cornering benefits meant for the most marginalized sections of society. He stated that such practices are not only illegal but also deeply unjust, as they deprive genuine beneficiaries of opportunities in education, employment, and welfare schemes.
Highlighting the seriousness of the issue, Bishi pointed out that fake certificate holders are gaining entry into prestigious professional courses such as MBBS and Engineering, securing government jobs under reserved quotas, purchasing protected land, and availing scholarships and subsidies meant exclusively for SCs/STs communities.
Calling for immediate and decisive action, the MP demanded strict enforcement of Supreme Court guidelines on verification and cancellation of caste certificates. He stressed that once a certificate is found to be fraudulent, it must be cancelled without delay, and the individual must face stringent consequences.
“Such offenders should be removed from government service and all illegally obtained benefits must be recovered,” Bishi asserted, emphasizing accountability and deterrence.
Referring to constitutional provisions under Articles 15(4), 16(4), 46, 338, and 338A, he underlined the State’s obligation to safeguard the rights and advancement of SCs/STs communities.
Expressing concern over prolonged legal delays, Bishi noted that stay orders often allow offenders to continue enjoying benefits for years. He urged the government to ensure time-bound disposal of cases to prevent continued injustice.
“Protecting the rights of genuine SCs and STs communities is both a constitutional duty and a moral responsibility,” he said, calling for urgent systemic reforms to end the growing fraud.
