New Delhi, April 3: Rajya Sabha MP Niranjan Bishi raised serious concerns over the Jan Vishwas (Amendment of Provisions) Bill, 2026, questioning whether the legislation genuinely builds public trust or merely projects it.
He stated that trust cannot be created merely through amendments, but must be rooted in accountability, justice and sincerity in governance.
Highlighting ground realities in Odisha, he said small traders, forest dwellers, Scheduled Tribes, Scheduled Castes, farmers, women and innocent citizens continue to face harassment due to excessive regulations and weak administrative accountability.
He warned that the Bill appears to prioritise ease for large entities while vulnerable communities remain exposed.
Raising tribal concerns, he said forest produce is a lifeline for tribals, yet minor procedural lapses invite penalties and fear. He alleged that innocent tribals are being implicated in false cases by police, forest and excise authorities.
He pointed out the absence of safeguards for Scheduled Tribes, lack of alignment with the Forest Rights Act, 2006, and no mechanisms to prevent misuse.
“Without justice on the ground, Jan Vishwas will remain only a slogan,” he said.
Calling for balance, he stressed that ease of doing business must be matched with ease of living for the poor. “True trust must begin with the last person in the queue,” he added.
He demanded safeguards for weaker sections, accountability of officials, and meaningful consultation with states.
